Ministry of Agriculture, Forestry and Natural Resources of the Ulyanovsk region (hereinafter - the Ministry) is the executive agency of the government of the Ulyanovsk region, established with a purpose of realization the objectives, functions and authorities in the field of agriculture, food and processing industries, production and turnover of the alcohol, regulation of commercial activities in the territory of the Ulyanovsk region; in the field of forestry, nature management and environmental protection, usage of fauna and water biological resources, prevention, detection and suppression of violations of the law in the field of environmental protection, enforcement subjects of economic and other activity requirements including standards and regulations in the field of environmental protection, licensing certain types of business in the territory of the Ulyanovsk region.

The Ministry is the legal successor of the Ministry of Agriculture of the Ulyanovsk region and the Ministry of Forestry, Environment and Ecology of the Ulyanovsk region.

The Ministry follows the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decisions and orders of the Government of the Russian Federation, the Charter of the Ulyanovsk region, Ulyanovsk Region laws, decrees and orders of the Governor and the Government of the Ulyanovsk region, other legal acts of the Ulyanovsk region, as well as the present Regulations.

The Ministry is a legal entity, it has its own financial statement, seal with the coat of arms of the Ulyanovsk region, as well as the relevant forms and stamps of the established sample, facial and other accounts provided and opened in accordance with the law.

The Ministry functions, within its limits and volumes, in cooperation with the federal executive authorities, state authorities of the Ulyanovsk region, local authorities of municipalities of the Ulyanovsk region, public associations and other organizations.

The financing of the Ministry is performed by the regional budget of the Ulyanovsk region, including the resources of the federal budget.

All the belongings of the Ministry are the property of the Ulyanovsk region and is assigned to it on the basis of operational management.

Functions and warranties of the Ministry

In the field of agriculture:

- controls execution of laws and other normative legal acts of the Ulyanovsk region in the area of agricultural land fertility, as well as the implementation of state programs in the field of land reclamation;

- provides an observance of inter-budgetary beneficiaries of subsidies, grants and other intergovernmental transfers, as well as other investment subsidies and budget conditions, objectives and procedures set out in their submission;

- provides domestic goods market with agricultural products, and products ot the food processing industry;

- assists in the development of scientific and technical activities in the field of agriculture;

- assists in the development of commercial activities and the consumer market in the territory of the Ulyanovsk region, and realizes the activities related to the organization of retail markets;

- implements the state policy in the field of trade activity in the territory of the Ulyanovsk region;

- registers legal entities in the capacity of centers of maintenance of cash registers;

- together with the Technical Service Center of cash machines, defines territorial distribution of the network of branches and points of maintenance, and defines the renovation of cash registers and set the location area where they serve;

- gives recommendations to the State interdepartmental commission of experts on the control of cash machines;

- is a supervisor in the field of livestock breeding in the Ulyanovsk region;

- interacts with the Department of State Property and Land Relations of the Ulyanovsk region in the management of the properties of the Ulyanovsk region, as well as the management of organization of agricultural and processing industry;

- develops and submit for consideration to the Government and the Governor of the Ulyanovsk region regulations on the activities of agriculture, food processing industry, regulations of commercial activities in the territory of the Ulyanovsk region within the competence of the Ministry;

- develops the state program of the Ulyanovsk region on the development of agriculture and trade activities in the territory of the Ulyanovsk region, monitors their implementation. On behalf of the Government of the Ulyanovsk region performs the functions of the state customer in the activities of the Ministry;

- implement measures aimed at increasing production and improving the quality of the raw material and foodstuff;

- participates in the implementation of government programs to ensure the quality of agricultural products, raw materials and food;

- prepare and submit information and analysis in the field of agriculture;

- develops anti-crisis measures aimed at improving the branches of agriculture Ulyanovsk region;

- concludes the deals with agricultural organizations of agroindustrial complex of the Ulyanovsk region, organizations and food processing industry, peasant farmers which receive subsidies from the regional budget of the Ulyanovsk region and from other sources;

- accrues subsidies from the regional budget of the Ulyanovsk region and other sources in the prescribed manner;

- organizes economic, scientific and technical cooperation in the field of food and agriculture;

- organizes trade fair and exhibition events;

- monitors and analyzes activities of the economical efficiency of the organizations coming under the Ministry;

- assists in the development of agro-industrial complex organizations of the Ulyanovsk region and the development of science-based management systems of livestock farming, technology, mining, production, processing of agricultural products;

- supports the achievement of the required profitability of agricultural production, development of commercial activities in the territory of the Ulyanovsk region with the participation of producers of the Ulyanovsk region, the formation of a stable market for their own products, to increase its share of total consumption;

- implements the investment policy in the agricultural sector of the Ulyanovsk region, aimed at renewal of the organizations and the creation of new production capacity, raising the technological level of production and efficiency of capital investments;

- adopts operating plans and agricultural organizations based on them annually to forecast the development of agriculture in the Ulyanovsk Region Ministry of Agriculture;

- provides advocacy and implementation of intensive forage production systems, supports breeding work;

- performs international cooperation in the field of agriculture;

- develops and implements the effective development of food processing industry, wholesale and retail trade activity in the territory of the Ulyanovsk region;

- maintains a register of the food processing industry and wholesale trade;

-  monitors the prices of the basic food items and material resources acquired by agricultural organizations;

- develops and implements measures at financial recovery of the agriculture organizations in the Ulyanovsk region;

- makes proposals aimed at protection of food producers in the foreign trade activity, investment and loans, the development of direct links producers and consumers of agricultural raw materials and by-products, the formation of a marketing network;

- performs activities necessary for the organization of retail markets;

- maintains a register of retail markets in the Ulyanovsk region;

- approves assortment of related products in the newspaper and magazine kiosks in the Ulyanovsk region;

- interacts with the Ministry of Industry and Trade of the Russian Federation, other executive authorities, local governments, and other legal bodies on the regulation of commercial activities in the territory of the Ulyanovsk region;

- develops standards for the minimum trading area for the commercial facilities in the Ulyanovsk region;

- develops standards for the minimum public catering area in the Ulyanovsk region;

- provides analytical monitoring of the consumer market of food and non-food products and trading activity on the territory of the Ulyanovsk region;

- creates and maintains the commercial register of economic entities operating on the food and nonfood goods retail on the territory of the Ulyanovsk region;

- maintains a stable level of prices for food and non-food products, organizes competition in the retail trade;

- calculates the price forecast for food and non-food products;

- establishes the procedure of development and approval of the non-stationary shopping facilities in the territory of the Ulyanovsk region;

- provides the support of investment projects;

In the field of forestry:

- elimination of the consequences of the emergency situation in the woods, caused by forest fires;

- develops the plans of fighting forest fires;

- is responsible for issuing permits for geological exploration of mineral resources in the forest area;

- organize the use of forests and their protection (including implementation of fire safety measures and suppression of forest fires), protection (with the exception of the state pathology monitoring), reproduction, reforestation on these lands;

- performs inspection of the harvesting of wood;

- provides the forest land in permanent (unlimited) use, lease, gratuitous use, as well as conclusion of contracts of purchase and sale of forest plantations;

- defines the functional areas in the forest areas, the area of forest parks, green areas, establishes and changes the boundaries of forest parks and green areas;

- conducts state examination of forest management plans and approves conclusion on the results of this examination;

- develops and approves forestry regulations in the prescribed manner;

- submits the motion of the payment rates per unit of forest resources and rates of payment per unit area of forest land owned by the Ulyanovsk region;

- attracts public and NGOs to participate in the management, conservation, protection of forest fund and reproduction of forests;

- conducts audits and inspections of financial and economic activity of the organizations under the jurisdiction of the Ministry;

- finances the costs of forest management at the expense of all sources of funding provided by the federal legislation;

In the field of water resources:

- is in the possession of water objects owned by the Ulyanovsk region;

- sets the rates for usage of water bodies owned by the Ulyanovsk region, the procedure of calculation and collection of such fees;

- participates in the activities of basin councils, development and implementation of state programs of the Ulyanovsk region on the usage and protection of water objects and their parts, located on the territory of the Ulyanovsk region; preparation and decision-making backup sources of drinking and domestic water supply; the development of rules for the protection of human life on water bodies; organization and implementation of state monitoring of water bodies; developing measures on prevention adverse impact of water and mitigate its consequences with respect to water bodies owned by the Ulyanovsk region, as well as water bodies, federally owned and located in the territory of the Ulyanovsk region;

- leads to the statistical reports on the implementation of water protection and water management;

- organizes works on prevention and elimination of harmful effects on water and water pollution as a result of accidents and natural disasters;

- establishes differentiated rates on the usage of water, represents the amount of funds received from fees for use of water bodies owned by the Ulyanovsk region, is involved in the development of a list of water activities in the territory of the Ulyanovsk region, funded by, received from the said fees;

- provides forecasting, development of schemes of complex usage and protection of water resources, water balance of water objects in the Ulyanovsk region;

- implement measures to protect water objects owned by the Ulyanovsk region and federally owned and located in the territory of the Ulyanovsk region;

In the field of usage and protection of subsoil fund:

- participates in development and implement of the government programs aimed at the geological study, exploration and development of mineral resources of the Russian Federation, the rational use of resources; forming together with the Russian Federation regional lists of minerals, attributable to common minerals, and granting the right to use subsoil areas of local importance; preparation and approval of lists of subsoil areas of local importance in agreement with the federal government subsoil fund management or its territorial bodies; state examination information on mineral reserves and other properties of the subsoil, which determine their value or danger; determining the conditions of use of mineral deposits; the commissions created federal agency managing the state subsoil fund, in considering applications for granting the right to use subsoil;

- establishes and maintains territorial funds of geological information, manages the information;

- makes up territorial balance of the common minerals, keeps records of the local subsoil used for the construction of underground facilities not related to mining;

- develops and implements the state program of the development and utilization of mineral resources;

- protects the interests of the subsoil users rights and interests of citizens, provides the settlement of a dispute on subsoil use;

- decides on granting the rights on the local subsoil usage, used for the construction and operation of underground facilities not related to mining;

- organizes and conducts auctions on the subsoil of local importance usage;

- decides on granting subsoil for the purpose of collecting mineralogical, palaeontological and other geological collection of the materials;

- provides clearance, delivery and registration of licenses for subsoil usage of local importance;

- organizes and implements regional state supervision over geological study, rational use and protection of mineral resources in respect of subsoil areas of local importance.

In the field of environmental protection:

- provides analyzes and assessment of the statement of environment, natural resources, analyzes the activities in the field of natural resources, environmental protection and environmental safety, identifies issues and trends in this field;

- participates in the development and implementation of strategies, forecasts and programs of socio-economic development of the Ulyanovsk region in terms of environmental protection, public programs and projects in the field of environmental protection and environmental safety;

- integrates environmental requirements in the implementation of the activities of the executive authorities of the Ulyanovsk region;

- assists citizens and public associations in the problem of implementation of the environmental rights and responsibilities;

- organizes research and expertise works on various environmental issues;

- participates in the formation of specially protected natural areas of regional importance, manages the protection and usage of such areas;

- affirms construction and reconstruction on a territory of protected natural areas of regional importance (with the exception of therapeutic areas and resorts);

- makes the inventory and maintains the state cadastre of specially protected natural areas of regional importance;

- is the keeper of the Red Book of the Ulyanovsk region;

- monitors the established federal legislation for the use of flora objects;

- organizes and carries out the state ecological expertise of regional projects;

- establishes environmental quality standards containing requirements and standards that must comply with the requirements and standards established at the federal level;

In the field of protection and use of wildlife and aquatic biological resources:

- organizes the conservation and usage of hunting resources and their habitat, except for hunting resources located in specially protected natural areas of federal significance;

- develops and submits proposals for the establishment of hunting resources limits and quotas, with the exception of limits and quotas for hunting resources located in specially protected natural areas of federal significance;

- grants permission on keeping and breeding of hunting resources in semi-free conditions and the artificial medium (except for hunting resources listed in the Red Book of the Russian Federation and the Red Book of the Ulyanovsk region), except for permits for keeping and breeding of hunting resources located in specially protected natural areas federal in semi-free conditions and the built environment;

- develops and approves standards for an acceptable hunting;

- is responsible for issuing and revocation of hunting tickets;

- exercises control over the use of traps and other devices used in the implementation of the hunt;

- exercises control over the circulation of products of hunting;

- exercises control over the circulation of products derived from the wildlife;

- is responsible for issuing and replacement of certificates and badges of hunting inspectors, for cancellation of such certificates;

- regulates the number of wildlife, except for wildlife, which is located on the specially protected natural areas of federal significance, in the manner prescribed by the federal executive authority responsible for public policy and legal regulation in the field of protection and use of wildlife and their habitats;

- is responsible for organization and regulation of coastal fisheries (excluding anadromous, catadromous fish species and cross-border), including coastal allocate quotas and providing fishing grounds;

In the field of environmental impact assessment:

- organizes and conducts the state ecological expertise of regional projects;

- informs the public about planned and carried out environmental impact assessments and their results;

- adopts normative legal acts in the field of ecological examination of objects of the regional level, taking into account the specifics of environmental, social and economic conditions of the Ulyanovsk region.

In the field of hydraulic structures safety:

- decides the issue of hydraulic structures safety, located on the territory of the Ulyanovsk region, with the exception of hydraulic structures under federal and municipal property;

- participates in the implementation of the state policy in the field of hydraulic structures safety;

- participates in the development and implementation of government programs to ensure the safety of hydraulic structures;

- defines the limits of the operating conditions of hydraulic structures in cases of violation of the legislation on the safety of hydraulic structures.

In the field of air protection:

- participates in the organization and conduction of the air monitoring state;

- coordinates the activities of individuals and legal entities in the field of air protection;

- informs the public about the state of the air, its pollution and implementation of programs which are to improve air quality;

- participates in the implementation of the state policy in the field of air protection in the respective territory of the Ulyanovsk region;

- organizes and carries out state supervision in the field of air protection on the objects of economic and other activities subjected to the regional state environmental supervision;

- participates in the drafting of laws and other normative legal acts of the Ulyanovsk region, regulating relations in the field of air protection.

In the field of waste management:

- exercises state supervision in the field of waste management on the facilities of economic and other activities;

- organizes and conducts regional inventories of waste production and consumption of the Ulyanovsk region;

- participates in the implementation of the state policy in the field of waste management in the territory of the Ulyanovsk region;

- participates in the drafting of laws and other normative legal acts of the Ulyanovsk region, regulating relations in the field of waste management.

In the field of organization of the state accounting system and radioactive substances and radioactive waste control:

- conducts regional accounting and control of radioactive substances and radioactive waste in organizations located on the territory of the Ulyanovsk region and carrying out activities in the production, usage, disposal, transportation, storage and disposal of radioactive materials and radioactive waste (except for organizations subordinated to the federal objects of executive power and Russian Academy of Sciences and the State Scientific center of the Russian Federation - Russian Research center "Kurchatov Institute");

- develops and implements measures for the rehabilitation of contaminated areas;

- participates in the development of regulations on accounting and control of radioactive substances and radioactive waste.

All the decision of the Ministry, taken within its powers, are binding on the territory of the Ulyanovsk region.

Organization of the Ministry

The Ministry is headed by the Minister of Agriculture, Forestry, Environment and Ecology of the Ulyanovsk region (hereinafter - the Minister), who is appointed and dismissed by the Governor of the Ulyanovsk region in coordination with the federal executive objects, authorized in their respective fields.

The Minister directs the activities of the Ministry and is personally responsible for implementation of tasks, functions and powers.

Structure of the Ministry is approved by the Governor of the Ulyanovsk region in coordination with the federal executive authorities authorized in the field of forestry, subsoil, water, as well as the protection, usage and reproduction of wildlife and their habitat.

For the development of proposals and solution of problems on the most important activities is created a ministry board, which consists of ministers, heads of structural units of the Ministry, as well as the representatives of other executive bodies of the Ulyanovsk region.
